AS A RESULT OF ITS INVESTIGATION OF THE NEAR MIDAIR COLLISION BETWEEN PA 8113 AND PA 099 ON JANUARY 1, 1984, THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REQUIRE AS PART OF EACH FACILITY'S QUALITY ASSURANCE PROGRAM THAT THE REGIONAL FLIGHT SURGEON OR HIS DESIGNEE EXAMINE AIR TRAFFIC CONTROL PERSONNEL WHO HAVE BEEN INVOLVED IN AN OPERATIONAL ERROR OR SIMILAR INCIDENT BEFORE THEY ARE ALLOWED TO RETURN TO OPERATIONAL DUTIES.
