THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE A GENERAL NOTICE (GENOT) DIRECTING THE MANAGEMENT OF AIR ROUTE TRAFFIC CONTROL CENTERS (ARTCC) TO PROVIDE REDUNDANCY OF THE AIR TRAFFIC CONTROL SYSTEM BY HAVING AT LEAST TWO CONTROLLERS PRESENT AT EACH SECTOR (OR COMBINED SECTOR) CONTROL STATION AT ALL TIMES DURING THE PERIODS WHEN TRAFFIC DENSITY IS, OR IS PREDICTED TO BE, ABOVE A MINIMUM LEVEL.
