THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE INSTRUCTIONS TO THE AIR CARRIER PRINCIPAL OPERATIONS INSPECTOR TO REQUIRE REVISION OF THE FLIGHT ATTENDANT MANUALS OF PILGRIM AIRLINES TO INCORPORATE CLEAR, CONCISE, AND UNAMBIGUOUS OPERATING INSTRUCTIONS, AND TO CONFORM TO ACCEPTED INDUSTRY STANDARDS, AND TO REQUIRE THAT THE TRAINING PROGRAM FOR CREWMEMBERS BE CONSISTENT WITH THE MANUALS.
