THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE INSTRUCTIONS TO AIR CARRIER PRINCIPAL OPERATIONS INSPECTORS TO REQUIRE THAT FLIGHT ATTENDANT TRAINING PROGRAMS AND MANUALS OF AIR CARRIERS ADDRESS ADEQUATELY THE NEED TO STOW GALLEY SERVICE ITEMS IN APPROVED COMPARTMENTS AND TO INCLUDE, DURING THEIR IN-SERVICE INSPECTIONS, INCREASED SURVEILLANCE OF THE PROPER PRE-FLIGHT AND PRE-ARRIVAL STOWAGE OF GALLEY SERVICE ITEMS.
