THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REVIEW WITH THE THOMPSON AIRCRAFT TIRE CORPORATION AND EASTERN AIR LINES THE PROVISIONS OF ADVISORY CIRCULAR NO. 145-4, "INSPECTION, RETREAD, REPAIR, AND ALTERATIONS OF AIRCRAFT TIRES," EMPHASIZING THAT TIRE BEAD SEAT AREAS SHOULD NOT BE SANDED (SECTION 8.A., "TIRE REPAIRS FOR TIRES OPERATED ABOVE 120 MPH") AND THAT FINAL INSPECTIONS OF RETREADED TIRES SHOULD RIGOROUSLY FOLLOW THE GUIDELINES OF SECTION 10., "NONREPAIRABLE AIRCRAFT TIRES."
