THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: DEVELOP TESTS AND STANDARDS WHICH DESCRIBE THE MINIMUM LEVEL OF ACCEPTABLE COMPREHENSION AND PERFORMANCE TO MEASURE WHETHER PERSONS WHO REPRESENT TYPICAL PASSENGERS UNDERSTAND THE SAFETY INFORMATION PRESENTED DURING ORAL BRIEFINGS AND DEMONSTRATIONS, ON SAFETY CARDS, AND IN VIDEOTAPED BRIEFINGS, AND WHETHER THESE PERSONS ACTUALLY ARE ABLE TO PERFORM THE ACTIONS DESCRIBED, SUCH AS USING SUPPLEMENTAL OXYGEN SYSTEM, USING LIFE PRESERVERS, AND OPENING OF EXITS.
