THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: EMPHASIZE IN OPERATIONAL BULLETINS, THE AIRMAN'S INFORMATION MANUAL, GENERAL AVIATION SEMINARS, AND PILOT TRAINING PROGRAMS, THE IMPORTANCE OF READING BACK TAXI, HOLD-SHORT, RUNWAY CROSSING, AND TAKEOFF CLEARANCES IN PROPER PHRASEOLOGY; THE IMPORTANCE OF REPORTING WHEN UNABLE TO PROMPTLY CROSS, TAKE OFF FROM, OR CLEAR A RUNWAY WHEN SO CLEARED; AND THE NEED TO SCAN PROPERLY BEFORE ENTERING OR CROSSING A RUNWAY.
