THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE AN AIR CARRIER OPERATIONS BULLETIN TO REQUIRE AIR CARRIER INSPECTORS TO REVIEW AIR CARRIER TRAINING AND OPERATIONS MANUALS AND PILOT TRAINING PROGRAMS TO ENSURE THAT THEY CONTAIN SPECIFIC STANDARDIZED INFORMATION AND GUIDANCE TO PILOTS CONCERNING THEIR ROLE IN THE PREVENTION OF RUNWAY INCURSIONS.
