THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: IN COOPERATION WITH TERMINAL AIR TRAFFIC MANAGERS, AIRPORT MANAGERS, AIRLINE REPRESENTATIVES, AND PILOT GROUPS, DETERMINE THE MOST EFFECTIVE SIGNS, MARKINGS, AND PROCEDURES, FROM AN OPERATIONAL AND HUMAN PERFORMANCE PERSPECTIVE, TO PREVENT PILOT-INDUCED RUNWAY INCURSIONS AND ISSUE AN ADVISORY CIRCULAR TO DISSEMINATE THE INFORMATION TO AIRPORT MANAGERS AND PILOT ORGANIZATIONS.
