THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: UNTIL THE OBJECTIVES AND GOALS OF THE SAFETY ACTIVITY FUNCTIONAL EVALUATION PROGRAM ARE FULLY REALIZED, ESTABLISH AND REQUIRE, AS AN INTERIM MEASURE, A MINIMUM LEVEL OF DIRECT SURVEILLANCE, IN TERMS OF REQUIRED TASKS AS WELL AS PERSONNEL LEVELS, TO ADEQUATELY OVERSEE COMMUTER AIR CARRIER OPERATIONS.
