THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: AMEND SECTION 9, RADAR ARRIVALS, OF AIR TRAFFIC CONTROL HANDBOOK 7110.65D, TO REQUIRE THAT WHEN A DEVIATION OCCURS FROM THE LOCALIZER COURSE BY AN INSTRUMENT FLIGHT RULES ARRIVALS AND THE AIRCRAFT CANNOT BE VECTORED BACK ON COURSE WITHIN THE PARAMETERS OF PARAGRAPH 5-121, THE PILOT BE INFORMED THAT HE APPEARS TO BE TOO FAR OFF COURSE FOR A SAFE APPROACH AND BE ASKED HIS INTENTIONS.
