THE NTSB RECOMMENDS THAT THE U.S. NAVY: REQUIRE FLIGHTCREWS MAKING INTERNATIONAL POSITION REPORTS TO CIVIL AIR TRAFFIC CONTROL AGENCIES TO USE THE VOICE HEADING "AIREP SPECIAL" OR THE TELEGRAPHIC CONTRACTION "ARS," AS PROMULGATED BY THE INTERNATIONAL CIVIL AVIATION ORGANIZATION (ICAO) PROCEDURES FOR AIR NAVIGATION SERVICES, RULES OF THE AIR AND AIR TRAFFIC SERVICES (PANS-RAC) WHEN THEY MAKE REPORTS THAT CONTAIN AN OBSERVATION OF WEATHER PHENOMENA HAZARDOUS TO AIRCRAFT OR PASSENGERS.
