THE NTSB RECOMMENDS THAT THE AIR TRANSPORT ASSOCIATION OF AMERICA: RECOMMEND TO THE AIRLINES OF MEMBER STATES THAT FLIGHTCREWS USE THE HEADINGS "AIREP SPECIAL" OF THE TELEGRAPHIC CONTRACTION "ARS," AS PROMULGATED BY THE INTERNATIONAL CIVIL AVIATION ORGANIZATION (ICAO) PROCEDURES FOR AIR NAVIGATION SERVICES, RULES OF THE AIR AND AIR TRAFFIC SERVICES (PANS-RAC), WHEN THEY MAKE INTERNATIONAL POSITION REPORTS THAT CONTAIN AN OBSERVATION OF WEATHER PHENOMENA HAZARDOUS TO AIRCRAFT OR PASSENGERS.
