THE KITS SHOULD BE INSTALLED IN ACCORDANCE WITH AVCO LYCOMING SERVICE INSTRUCTION NO. 1319 B, "ENGINE MOUNTED OIL FILTER KITS AND REPLACEMENT FILTERS," AT THE NEXT 100-HOUR OR ANNUAL INSPECTION, WHICHEVER OCCURS FIRST.

In plain language (FlightFinder summary)

The Federal Aviation Administration is asked to issue an airworthiness directive covering specific Cessna, Piper, and Robinson aircraft without full-flow engine oil filters. The directive would require installing Avco Lycoming full-flow canister or spin-on oil filter kits following Avco Lycoming Service Instruction No. 1319 B. Installation must occur at the next 100-hour or annual inspection, whichever comes first.

This plain-language summary is written by FlightFinder to explain the recommendation above. It is not the official wording — the verbatim NTSB text is quoted above.
