THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: AMEND 14 CFR PART 135 TO REQUIRE THAT, AFTER A SPECIFIED DATE, ALL MULTIENGINE TURBINE-POWERED AIRCRAFT (BOTH FIXED-WING AND ROTORCRAFT) CAPABLE OF CARRYING 10 TO 19 PASSENGERS, BROUGHT ONTO THE U.S. REGISTER, BE EQUIPPED WITH AN APPROVED FLIGHT RECORDER THAT RECORDS DATA FROM WHICH INFORMATION LISTED IN TABLES III AND IV CAN BE DETERMINED, AND AT A DATE TO PRECEDE THE ABOVE DATE, THAT ALL SUBJECT AIRCRAFT BE PREWIRED TO ACCEPT A FLIGHT DATA RECORDER CAPABLE OF RECORDING DATA FROM WHICH THE INFORMATION IN TABLES III AND IV CAN BE DETERMINED. THE RECORDER SHOULD RETAIN NO LESS THAN THE LAST 8 HOURS OF AIRCRAFT OPERATION. (Supersedes Safety Recommendations A-78-028, A-82-064 through A-82-067, A-82-106 through A-82-111)
