THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: AMEND 14 CFR PART 91 TO REQUIRE THAT, AFTER A SPECIFIED DATE, ALL MULTIENGINE TURBINE-POWERED AIRCRAFT (BOTH FIXED-WING AND ROTORCRAFT) CAPABLE OF CARRYING 10 OR MORE PASSENGERS BROUGHT ONTO THE U.S. REGISTER, BE EQUIPPED WITH AN APPROVED FLIGHT RECORDER THAT RECORDS DATA FROM WHICH THE INFORMATION LISTED IN TABLES III AND IV CAN BE DETERMINED AT A DATE TO PRECEDE THE ABOVE DATE, AND THAT ALL SUBJECT AIRCRAFT BE PREWIRED TO ACCEPT A FLIGHT RECORDER CAPABLE OF RECORDING DATA FROM WHICH INFORMATION IN TABLES III AND IV CAN BE DETERMINED. THE RECORDER SHOULD RETAIN NO LESS THAT THE LAST 8 HOURS OF AIRCRAFT OPERATION. (Supersedes Safety Recommendations A-78-028, A-82-064 through A-82-067, A-82-106 through A-82-111)
