THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: AMEND 14 CFR PARTS 23, 25, 27, AND 29 TO REQUIRE THAT ALL NEWLY TYPE-CERTIFICATED AIRCRAFT BE EVALUATED TO DETERMINE ANY DEDICATED PARAMETERS THAT MUST BE RECORDED ON FLIGHT DATA RECORDERS BECAUSE OF THE UNIQUE DESIGN OR OPERATIONAL CHARACTERISTICS OF THE AIRCRAFT.
