THE NTSB RECOMMENDS THAT THE HELICOPTER ASSOCIATION INTERNATIONAL: ENCOURAGE ALL MEMBERS WHO OPERATE COMMERCIAL EMERGENCY MEDICAL SERVICE (EMS) HELICOPTERS TO DEVELOP VISUAL FLIGHT RULES WEATHER MINIMUMS FOR EACH EMS HELICOPTER PROGRAM BASED ON LOCAL TERRAIN AND WEATHER PATTERNS. THESE WEATHER MINIMUMS SHOULD BE COMMUNICATED TO THE PILOTS IN WRITING, AND DEVIATION BELOW THE PROGRAM MINIMUMS SHOULD BE PROHIBITED.
