THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ENSURE THAT THE GREAT LAKES REGION IS ABLE TO FULLY FUND THE CHICAGO O'HARE AIR TRAFFIC CONTROL FACILITY'S TRAINING, OVERTIME, EQUIPMENT, AND PERMANENT CHANGE OF STATION PROGRAMS UNTIL AUTHORIZED STAFFING IS ACHIEVED AND THE NUMBER OF FULL PERFORMANCE LEVEL CONTROLLERS IN EACH- THE TOWER AND THE TERMINAL RADAR APPROACH CONTROL--IS EQUAL TO 75 PERCENT OF THE NUMBER OF AUTHORIZED CONTROLLERS.
