THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: POSTPONE IMPLEMENTATION OF THE JOHN WAYNE, ORANGE COUNTY AIRPORT RADAR SERVICE AREA (ARSA) UNTIL THE COAST TERMINAL RADAR APPROACH CONTROL STAFFING LEVEL OF FULL PERFORMANCE LEVEL AIR TRAFFIC CONTROLLERS HAS INCREASED TO 75 PERCENT OF THE NUMBER AUTHORIZED, AND UNTIL THE FACILITY HAS BEEN EXPANDED OR RELOCATED TO ACCOMMODATE THE INCREASED NUMBER OF RADAR POSITIONS ASSOCIATED WITH THE ARSA PROJECT.
