TO THE FEDERAL AVIATION ADMINISTRATION: Implement and provide adequate staff and funding for the federal aviation administration's office of safety quality assurance, which is located organizationally under the associate administrator for aviation safety, to monitor the air traffic control system and to ensure that operational and managerial shortcomings are identified and corrected.
