THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REQUIRE THAT AIR CARRIER MAINTENANCE DEPARTMENTS USE THE ENGINEERING SERVICES AVAILABLE FROM THE MANUFACTURER OR OTHER SOURCES TO PERIODICALLY EVALUATE THEIR MAINTENANCE PRACTICES INCLUDING STRUCTURAL REPAIR, COMPLIANCE WITH AIRWORTHINESS DIRECTIVES AND SERVICE BULLETINS, PERFORMANCE OF INSPECTION AND QUALITY ASSURANCE SECTIONS AND OVERALL EFFECTIVENESS OF CONTINUING AIRWORTHINESS PROGRAMS.
