THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE A GENERAL NOTICE (GENOT) DIRECTING THAT ALL AIR TRAFFIC CONTROL SUPERVISORY PERSONNEL REVIEW THE PROCEDURES CONTAINED IN THE FACILITY OPERATION AND ADMINISTRATION HAND BOOK, 7210.3I, REGARDING THE REPORTING OF DUPLICATE, PHONETICALLY SIMILAR, OR HARD-TO-DISTINGUISH FLIGHT CALL SIGNS. THE GENOT SHOULD ALSO EMPHASIZE THE IMPORTANCE OF AND ASSIGN A HIGHER PRIORITY TO THE REPORTING OF ALL KNOWN INSTANCES.
