THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: EXAMINE THE AREAS OF RADAR COVERAGE THAT CURRENTLY EXIST AT THE DULLES AND BALTIMORE-WASHINGTON (BWI) TRACONS AND THEIR ABILITY TO PROVIDE RADAR SERVICE TO USERS OF THE FREDERICK MUNICIPAL AIRPORT AND LOCAL AREA. AFTER COMPLETING THIS EVALUATION, REASSIGN THAT AIRSPACE TO THE DULLES TRACON OR IMPROVE THE EXISTING RADAR COVERAGE AT THE BWI TRACON SO THAT EITHER FACILITY WILL BE ABLE TO PROVIDE MAXIMUM SERVICE.
