THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REQUIRE THAT TRANSPORT AIRPLANES BE MODIFIED DURING A REGULARLY SCHEDULED MAINTENANCE INSPECTION, WHICH ALLOWS ACCESS TO THE PROPER AIRCRAFT WIRING, BUT NO LATER THAN THE DATE WHEN THE NEXT "D" MAINTENANCE CHECK WOULD NORMALLY BE PERFORMED, TO PERMIT ILLUMINATING THE EMERGENCY FLOOR ESCAPE-PATH LIGHTS FROM ALL FLIGHT ATTENDANT STATIONS.
