THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: INCLUDE IN THE AIRMAN'S INFORMATION MANUAL ADVISORIES ON THE POTENTIAL DANGERS THAT CAN BE ENCOUNTERED WHEN FLYING AIRCRAFT IN CLOSE PROXIMITY TO ONE ANOTHER. THIS INFORMATION SHOULD INCLUDE CONSIDERATION OF THE POTENTIAL RISKS INVOLVED IN THE MANEUVER, THE IMPORTANCE OF THOROUGH PLANNING AND COMMUNICATION AMONG ALL THE PILOTS AND THE AERODYNAMIC INTERACTIONS THAT CAN BE ENCOUNTERED IN CLOSE PROXIMITY FLIGHT.
