THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REVIEW THE TRAINING, OVERSIGHT, AND SUPERVISION OF DESIGNATED AIRWORTHINESS REPRESENTATIVES (DARS) BY ALL THE MANAGING OFFICES TO ENSURE THAT DARS PERFORM ONLY FUNCTIONS FOR WHICH THEY ARE QUALIFIED BY TRAINING AND EXPERIENCE; THAT APPROPRIATE LIMITATIONS ARE SPECIFIED ON DAR APPOINTMENTS; AND THAT THE MANAGING OFFICES ARE MONITORING AND EVALUATING DAR ACTIVITY IN ACCORDANCE WITH FAA ORDER 8000.63.
