THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REVISE THE AIR TRAFFIC CONTROL HANDBOOK 7110.65 TO REQUIRE THAT SEARCH AND RESCUE PROCEDURES BE INITIATED THROUGH THE AIR TRAFFIC CONTROL SYSTEM, RATHER THAN THE FLIGHT PLAN SYSTEM, FOR ANY AIRCRAFT OPERATING UNDER VISUAL FLIGHT RULES THAT IS OVERDUE, UNREPORTED, OR INVOLVED IN A SUSPECTED ACCIDENT, AND HAD BEEN IN RADIO AND RADAR CONTACT WITH AN AIR TRAFFIC CONTROL FACILITY PRIOR TO THAT FACILITY LOSING RADIO AND RADAR CONTACT.
