TO THE FEDERAL AVIATION ADMINISTRATION: Revise the Federal Aviation Regulations as needed to create a specific classification for, and operating rules governing, commercial air tour operators based on the complexity of flight operations, aircraft flown, flight frequency, number of passengers carried, air traffic densities in the areas of operation, and other relevant factors. (Supersedes Safety Recommendations A-87-091 and A-87-093) (Superseded by Safety Recommendations A-95-58 through A-95-65)
