TO THE FEDERAL AVIATION ADMINISTRATION: Identify airspace which warrants special protection due to the presence of commercial air tour operations. Create special operating rules for such airspace to reduce the potential for midair collisions and other accidents commensurate with meteorological and terrain considerations. (Supersedes Safety Recommendations A-87-091 and A-87-093) (Superseded by Safety Recommendations A-95-58 through A-95-65)
