THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE AN AIRWORTHINESS DIRECTIVE APPLICABLE TO BEECH MODEL 35, 35R, A35, AND B35 AIRPLANES REQUIRING: (1) AT THE NEXT ANNUAL OR 100-HOUR INSPECTION, WHICHEVER OCCURS FIRST, AND AT ANY TIME THE RUDDERVATORS ARE REPAIRED OR REPAINTED, A CHECK OF RUDDERVATOR UNDERBALANCE (TAIL HEAVINESS) TO ENSURE THAT IT IS WITHIN THE MANUFACTURER'S SPECIFIED LIMITS OF 16.8 TO 19.8 INCH-POUNDS, AND (2) AT THE NEXT ANNUAL OR 100-HOUR INSPECTION, WHICHEVER OCCURS FIRST, AND AT EACH ANNUAL AND 100-HOUR INSPECTION THEREAFTER, AN INSPECTION OF THE AFT FUSELAGE BULKHEADS AT STATIONS 256.9 AND 272.0 (STABILIZER FRONT AND REAR SPAR ATTACHMENT BULKHEADS) FOR EVIDENCE OF CRACKS, DISTORTION, LOOSE RIVETS, OR OTHER DAMAGE, AND THE FUSELAGE SKIN IN THE VICINITY OF THE BULKHEADS FOR EVIDENCE OF WRINKLES OR CRACKS. ANY DAMAGE FOUND SHOULD BE REPAIRED BEFORE FURTHER FLIGHT.
