TO THE FEDERAL AVIATION ADMINISTRATION: Immediately provide all radar certified controllers with a thorough and comprehensive formal briefing that explains the operations of the traffic alert and collision avoidance system (TCAS) and the roles and responsibilities of flightcrews in responding to TCAS resolution advisory (RA) alerts. This briefing should be administered to all air traffic controllers on an annual basis.
