THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: DEVELOP, PUBLISH, AND DISSEMINATE VFR DEPARTURE AND ARRIVAL PROCEDURES FOR UNCONTROLLED AIRPORTS NEAR CLASSES B, C, OR D AIR SPACE, IRRESPECTIVE OF THE PROVISIONS CONTAINED IN PART 91 OF THE FARS. CONSIDERATION SHOULD BE GIVEN TO ESTABLISHING ENTRY AND DEPARTURE CORRIDORS FOR HIGH-PERFORMANCE AIRPLANES THAT ARE SEPARATE FROM LOW-PERFORMANCE AIRPLANES AT THESE UNCONTROLLED AIRPORTS.
