THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REVISE THE AIRMAN'S INFORMATION MANUAL SO THAT THE THE INFORMATION ON SCANNING FOR OTHER AIRCRAFT AND THE JUDGMENT ASPECTS OF COLLISION AVOIDANCE ARE EMPHASIZED. UPON THE NEXT REVISION OF THE FLIGHT TRAINING HANDBOOK (AC 61-21A) AND THE PILOT'S HANDBOOK OF AERONAUTICAL KNOWLEDGE (AC-61-23B), INCLUDE THE INFORMATION ON SCANNING FOR OTHER AIRCRAFT AND THE JUDGMENT ASPECTS OF COLLISION AVOIDANCE.
