THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE AN AIR TRAFFIC BULLETIN DIRECTING A MANDATORY BRIEFING OF ALL CONTROLLERS, REMINDING THEM THAT IN THE EVENT OF A COMMUNICATIONS FAILURE, COUPLED WITH THE LOSS OF AN AIRCRAFT'S TRANSPONDER SIGNAL, THERE IS A POSSIBILITY THAT RECEIVER CAPABILITY STILL EXISTS, AND THAT CONTROLLERS SHOULD INSTRUCT THE PILOT TO MAKE SPECIFIC TURNS BEFORE TREATING THE SITUATION AS A COMPLETE RADIO FAILURE.
