TO THE FEDERAL AVIATION ADMINISTRATION: Amend FAA Handbook 7110.65H, Air Traffic Control, to prohibit the issuance of a visual approach clearance to an instrument flight rules airplane operating behind a heavier airplane (in the large or heavy airplane category) until the airplane is in-trail and the closure rate is such that the pilot can maintain the minimum IFR separation without excessive maneuvering.
