THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ISSUE A GENERAL NOTICE TO ALL FLIGHT SERVICE SPECIALISTS DIRECTING THEM TO ADHERE TO THE PROVISIONS OF FLIGHT SERVICE MANUAL 7110.10 REGARDING NOTIFICATION OF ALL NEARBY FLIGHT SERVICE STATIONS RESPONSIBLE FOR VISUAL MILITARY TRAINING ROUTES WHEN THE ROUTES BECOME ACTIVE IF THE TIME DOES NOT CORRELATE WITH THAT RESERVED BY THE MILITARY.
