THE NTSB RECOMMENDS THAT THE REGIONAL AIRLINE ASSOCIATION: ENCOURAGE MEMBER AIRLINES TO ASSIST U.S. DOMESTIC AIR CARRIERS WITH WHICH THEY HAVE A CODE-SHARING ARRANGEMENT TO ESTABLISH A PRORAM OF OPERATIONAL OVERSIGHT BY THE AIR CARRIER THAT (A) INCLUDES PERIODIC SAFETY AUDITS OF THE MEMBER AIRLINES' FLIGHT OPERATIONS, TRAINING PROGRAMS, AND MAINTENANCE AND INSPECTION; AND (B) EMPHASIZES THE EXCHANGE OF INFORMATION AND RESOURCES THAT WILL ENHANCE THE SAFETY OF FLIGHT.
