THE NTSB RECOMMENDS THAT THE FAA: EXAMINE THE APPROPRIATENESS OF THE TEETERING CYCLIC FLIGHT CONTROL USE IN THE ROBINSON R22 AND R44 HELICOPTERS AND MAKE ANY DESIGN AND MODIFICATION CHANGES TO THE CYCLIC AND COLLECTIVE CONTROL SYSTEMS AS NECESSARY TO ENSURE THAT PILOTS-IN-COMMAND AND FLIGHT INSTRUCTORS CAN RESPOND IN TIME TO PREVENT LOSS OF CONTROL THE MAIN ROTOR FOLLOWING IN-FLIGHT MAIN ROTOR ANOMALIES INITIATED BY LOW MAIN ROTOR REVOLUTIONS PER MINUTE OR TURBULENCE ENCOUNTERS IN FLIGHT.
