THE NTSB RECOMMENDS THAT THE FAA: EMPLOY AN INDEPENDENT SOURCE TO CONDUCT A SURVEY OF THE TERMINAL AIR TRAFFIC CONTROL STAFF, SIMILAR TO THE MITRE CORPORATION STUDY. "REPORTS BY AIRLINE PILOTS ON AIRPORT SURFACE OPERATIONS," TO DETERMINE FROM THE STAFF'S PERSPECTIVE, THEIR CONCERNS & VIEWS OF THE SCOPE & MAGNITUDE OF THE RUNWAY INCURSION PROBEM & THEIR RECOMMENDATIONS TOWARD THE REDUCTION OF RUNWAY INCURSIONS WITH A VIEW TOWARD ULTIMATE IMPLMENTATION OF THOSE RECOMMENDATIONS.
