THE NTSB RECOMMENDS THAT THE FAA: ESTABLISH, FOR FUTURE CERTIFICATION OF HIGHLY RESPONSIVE HELICOPTERS, OPERATIONAL REQUIREMENTS, STUDENT PILOT TRAINING REQUIREMENTS, & INSTRUCTOR PILOT REQUIREMENTS, SUCH AS THOSE IMPOSED FOR THE R22 & R44, NECESSARY TO ENSURE THAT PILOTS OF ALL LEVELS OF QUALIFICATION & SKILL CAN ADEQUATELY OPERATE THE HELICOPTER. (Supersedes Safety Recommendations A-94-144 and A-95-003)
