THE NTSB RECOMMENDS THAT THE FAA: IN CONJUNCTION WITH NATIONAL AERONAUTICS & SPACE ADMINISTRATION, CONTINUE THE DEVELOPMENT OF THE SIMULATOR MODEL OF LIGHTWEIGHT HELICOPTER, USING FLIGHT TESTS & WHIRL TOWER TESTS AS NEEDED TO VALIDATE THE MODEL, TO CREATE A NATIONAL RESOURCE TOOL FOR THE STUDY OF FLIGHT CONTROL SYSTEMS & MAIN ROTOR BLADE DYNAMICS. IF ANY UNUSUAL MAIN ROTOR BLADE SYSTEM CHARACTERISTIC ARE FOUND, ENSURE THAT THE INFO & DATA GATHERED ARE DISSEMINATED TO THE APPROPRIATE AGENCIES & INDUSTRY.
