THE NTSB RECOMMENDS THE FOLLOWING TO THE FAA: PENDING COMPLETION OF THE FLIGHT TEST PROGRAM SPECIFIED IN THE ABOVE RECOMMENDATION, IMMEDIATELY REQUIRE THAT THE SLOW FLIGHT & STALL TRAINING IN THE PA-38-112 BE CONDUCTED AT OR ABOVE THE MINIMUM ALTITUDE CURRENTLY SPECIFIED IN THE PA-38-112 PILOTS OPERATING HANDBOOK FOR SPIN TRAINING; & INFORM PILOTS OF ALTERNATIVE METHODS OF RECOVERY FROM AN INADVERTENT, POSSIBLLY FLAT SPIN. (URGENT)
