In plain language (FlightFinder summary)

The Federal Aviation Administration must require air carriers to ensure that maintenance facility personnel—including mechanics, shipping, receiving, and stores staff—at both air carrier-operated and subcontractor facilities receive initial and recurrent training on recognizing hazardous materials and on proper labeling, packaging, and shipment procedures for the specific hazardous materials handled by the carrier's maintenance functions.

This plain-language summary is written by FlightFinder to explain the recommendation above. It is not the official wording — the verbatim NTSB text is quoted above.
