THE NTSB RECOMMENDS THAT THE FAA: ISSUE A FLIGHT STANDARDS INFORMATION BULLETIN TO PRINCIPAL OPERATIONS INSPECTORS ASSIGNED TO 14 CODE OF FEDERAL REGULATIONS PART 135 ON-DEMAND AIR CARRIERS, INFORMING THEM OF THE CIRCUMSTANCES OF THIS ACCIDENT AND URGING THEM TO DISCUSS THE ACCIDENT WITH THEIR AIR CARRIERS AND ENCOURAGE THE USE OF THE ACCIDENT AS A PILOT TRAINING CASE STUDY, TO STRESS THE IMPORTANCE OF PILOTS' ADHERENCE TO STANDARD OPERATING PROCEDURES.
