TO THE FEDERAL AVIATION ADMINISTRATION: Require, within 5 years of a technical standards order's issuance, the installation of a crash-protective video recording system on all turbine-powered nonexperimental, nonrestricted-category aircraft in 14 Code of Federal Regulations Part 135 operations that are not currently required to be equipped with a crashworthy flight recorder device.
