THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: WITH REPRESENTATIVES FROM THE U.S. DEPT. OF AGRICULTURE, THE DEPT. OF THE INTERIOR, THE DEPT.
