    ATC DID NOT PROVIDE INTERSECTING RUNWAY SEPARATION BETWEEN AIRCRAFT 1 AND AIRCRAFT 2. AIRCRAFT 1/HELO WAS CLEARED TOUCH AND GO RUNWAY 13 AND AIRCRAFT 2/C172 WAS CLEARED TOUCH AND GO RUNWAY 8. AIRCRAFT 2 WAS CROSSING THE RUNWAY 8 THRESHOLD WHEN AIRCRAFT 1 WAS ON 1/2 MILE FINAL FOR RUNWAY 13. LC ATTEMPTED TO CHANGE AIRCRAFT 1 CLEARANCE TO STOP AND GO BUT THE PILOT DID NOT ACKNOWLEDGE. AIRCRAFT 1 PASSED THE RUNWAY 8/13 INTERSECTION JUST BEFORE AIRCRAFT 2 FLEW THROUGH ON DEPARTURE. ESTIMATED CLOSEST PROXIMITY 307 FEET LATERAL.
