A BEECH BE36 WAS INSTRUCTED TO TAXI TO RUNWAY 24 INTERSECTION VIA NORTHBOUND ON WHISKEY AND ONTO RUNWAY 15R SOUTHEAST BOUND, HOLD SHORT OF RUNWAY 24. PILOT READ BACK HOLD SHORT INSTRUCTIONS CORRECTLY. SUBSEQUENTLY THE BE36 WAS OBSERVED HOLDING SHORT OF 24. A PIPER PA28A WAS ON DEPARTURE ROLL FROM A TOUCH AND GO RUNWAY 24 WHEN THE BE36 CROSSED IN FRONT OF THE PA28A AT THE INTERSECTION OF 15R/24 (MIDFIELD). THE PA28A HAD TO BANK LEFT TO AVOID THE BE36 HORIZONTAL STABILIZER AND OVER FLEW THE BE36 BY 10-15 FEET VERTICAL.
