A/C 1, SR22, WAS ON AN APPROACH TO RUNWAY ONE TWO (12). A/C 2, AS65 (HELICOPTER), ADVISED OPF ATCT READY FOR DEPARTURE ON RUNWAY 12 AT TAXIWAY GOLF (G) INTERSECTION. ATCT CLEARED THE AS65 FOR TAKEOFF ON RUNWAY 12 AT INTERSECTION G. ATCT REALIZED THE CONFLICT AND INSTRUCTED THE AS65 TO HOLD SHORT OF THE RUNWAY. THE AS65 DID NOT RESPOND, AND CONTINUED ONTO RUNWAY 12. ATCT THEN ASKED THE SR22 (ON LANDING ROLL) IF THEY SAW THE TRAFFIC (AS65). THE SR22 REPLIED IN THE AFFIRMATIVE, AND ADVISED HE WILL STOP. ATCT REPORTED THE SR22 WAS AT TAXI SPEED. THE SR22 TAXIED PAST THE AS65 AND EXITED AT THE END OF RUNWAY 12. ESTIMATED CLOSEST PROXIMITY IS 80-100 FEET.
